RHEVM Report : Ability to determine level of data stored

Issue

• We want to customize the frequency/granularity of the RHEV reports database at will.
• To provide within the reports / database the ability to:
  • Set the granularity period (eg: 1 min, 5 mins, 15mins etc).
  • The duration that the granularity is kept before being "rolled up" to a longer time period (eg; 1 hour) etc.
  • The duration that the data is ultimately kept for at each "roll up" duration
