Subscription values passed through MonitoringSubscription defined in monitoring-environment.yaml for sensu client do not come into effect.

Issue

• Sensu client only monitors container health checks as part of RHOSP13 monitoring.
• Uchiwa dashboard lists container health checks as part of overcloud monitoring data generated by sensu client.
• Sensu client does not monitors health checks defined under MonitoringSubscription for individual services through heat templates & environment files.
