Create a command line tool to change the debug level of sssd

Issue

• SSSD admin tool request - changing debug levels on the fly
• Changing SSSD debug levels on the fly is exactly what we want. Is this functionality already available?
• Missing admin/support tooling (cli) for sssd
• Sssd is the RHEL6 default method to use and we have chosen to adopt this way of working to follow the main stream advice from Redhat. RHEL6 is lacking admin/support tooling (cli) to manage and control sssd. The lack of tooling to manage and control sssd is critical for us and will be blocking the rollout of RHEL6 to production.
