Manually created SR-IOV ports can't forward traffic while heat orchestrated SR-IOV ports can.

Issue

  • When we create SR-IOV ports via the CLI or via Horizon, the ports won't pass traffic to the network switch but when we create the ports via heat template/environment file; we don't have any issues passing traffic to the switch.

  • Red Hat OpenStack Platform 13.0 (RHOSP)
  • Red Hat OpenStack Platform 10.0 (RHOSP)
