Issue

Open vSwitch reports "cannot open VFIO container error 13 (Permission denied)" after system boot in Red Hat OpenStack Platform. A manual restart of Open vSwitch fixes the issue.

From /var/log/openvswitch/ovs-vswitchd.log:
