Duplicated VIPs on LVS backup located in a different site

Issue

• VIPs are enable in the active and backup LVS routers, when they should be only in the active router.
• LVS routers are in a different physical sites.
• They are VMware virtual machines:

System Information
    Manufacturer: VMware, Inc.
    Product Name: VMware Virtual Platform

• They are using a driver called vmxnet3:
