openstack_auth.plugin.base Attempted scope to domain failed, 504 gateway timeout

When logging into Horizon using an AD account the user is getting a 504 error.

In the keystone logs, we see "openstack_auth.plugin.base Attempted scope to domain failed".
-
We can login using the local keystone accounts.
