How does message grouping behave in a clustered AMQ set up?

Issue

I was wondering how message groups (using JMSXGroupID) would work on openshift. Typically for ActiveMQ 6 it's the broker that maintains the list of consumers and IDs. If there are two brokers in a cluster, could a consumer on each broker both get messages for the same JMSXGroupID?
