Using Composable networks: The Parameter (internalApiNetName) was not provided

Issue

Deploying OSP 13 with contrail 5.0, using spine & leaf, composable networks and predictable IP. During overcloud deployment, it get failure with the following message

The Parameter (InternalApiNetName) was not provided"
```
