Ways to prevent accidental shutdowns and reboots in Red Hat Enterprise Linux (RHEL)

Issue

How can I limit my users (root and non-root) from accidentally shutting down or rebooting my servers? I thought I was on a different server. Not paying attention to the "tab" auto-complete of a similar commands, for example the "poweroff" command, when I want to run the EMC utility "powermt" command.

Q1: Are the "/sbin/poweroff", "/sbin/halt", "/sbin/shutdown", and "/sbin/reboot" commands called by other programs?

Q2: Is there already a rpm and/or setting to control this?
