Openswan does not send IKEv2 SA delete information to the peer

Issue

When an IKEv2 connection is disabled, in turn leading to the deletion of the policies and the security associations for that connection, the corresponding IKE informational message is not sent to the peer in order to signal to the peer that it needs to bring down its own side of the tunnel.

This behavior is not seen in IKEv1 where the informational message is transmitted as expected.
