[OpenStack] openvswitch using 100% cpu on OVN deployment, delay on security groups being applied
Issue
- There is a delay in applying security groups on instances created by a heat template or manually, Thus there is no connection between instances
- After some time (about 30 min) it starts working
- High CPU usage by the
ovn-controller
