Why Does my SAML Login in Controller Fail With an `Invalid Response` When Terminating SSL Through a Load Balancer?

SAML login attempts fail with the following error:
Authentication failed: SAML login failed: ['invalid_response'] (The response was received at http://TOWER_URL:PORT/sso/complete/saml/ instead of https://TOWER_URL/sso/complete/saml/).
