Issue

CRL publishing to file may seem to not do anything, no file published, and an error may be noticed:

tail /var/log/pki-ca/system
24018.http-9443-Processor22 - [13/Jun/2013:14:47:26 PDT] [20] [3] FileBasedPublisher: java.io.FileNotFoundException: /var/lib/pki-ca/webapps/ca/ee/ca/crl/MasterCRL-20130613-144726.temp (Permission denied)
