Satellite 6.4: unable to refresh a manifest switched to `org_environment` allocation

Issue

• The manifest of a Subscription allocation for Satellite was changed from per_subscription to org_environment, but a refresh within Satellite did not refrlect this.
• Satellite does not update the manifest after changing the allocation policy from per_subscription to org_environment in the Subscription allocation.
• Golden Ticket is not applied to the Satellite manifest
