How to point to the new registry.redhat.io registry in OpenShift Container Platform 3.11

Issue

• Red hat has planed to replace the container registry to unified the experience of our previous registries using OAuth, Transitioning the Red Hat container Registry
• Adding oreg variables to inventory and executing config.yml returns the below error:
