Cannot execute "sudo su" when user is confined

When a user is confined (e.g. staff_u), executing
sudo sufails with the following errorsu: avc.c:74: avc_context_to_sid_raw: Assertion `avc_running' failed. Aborted
Environment
- Red Hat Enterprise Linux 7
- sudo
- su
- confined users with sudo privileges
