VMs created on OSP 13 and rt-kernel apparently hang.

VMs created on OSP 13 and rt-kernel apparently hang.

VM comes up fine; NOVA reports it as
ACTIVE, and libvirt also says asRunningbut the VM hangs permanently without really running anything. -
Means, there is no log that can be obtained from libvirt and VNC console will just hang with "VNC handshaking".
Environment

Observed in the following environment :
- Red Hat OpenStack Platform 13
- RT-kernels :
- kernel-rt-3.10.0-957.3.1.rt56.914.el7.x86_64
- kernel-rt-3.10.0-957.5.1.rt56.916.el7.x86_64

The issue has NOT been observed on a non-RT kernel.
