BRMS fact editor rejects creation of a declarative model which fact name already exists in a different package

Issue

I have several defined packages in BRM. In package MyTestPackage1 I created a fact type called MyFactType1 in a given declarative model. I then navigate to another package called MyTestPackage2 and try to create another fact type named MyFactType1 in a declarative model in that package. BRM says I can't because the name MyFactType1 is already taken, and that I should choose another.
