LOGGING_FILE_SIZE and LOGGING_FILE_AGE are not working with new fluentd image

Issue

• Based on OpenShift Container Platform - Documentation it should be possible to rotate log files and define how long they will be kept to avoid filling up the OpenShift Node filesystem. But setting LOGGING_FILE_SIZE or LOGGING_FILE_AGE does not have any effect and /var/log/fluentd/fluentd.log keeps growing.
• The variables defined in https://access.redhat.com/solutions/3944871 have no affect and log files keep to grow in size without being rotated.
