Lease Database Locker doesn't work with Oracle Universal Connection Pool (UCP) driver
Issue
ActiveMQ cannot acquire the database lock when using the Lease Database Locker with Oracles UCP JDBC driver.
As a result the broker doesn't start up even though there's no other broker instance competing for the same lock.
