Builds fail, integrated registry is not configured in OpenShift 4.x

Issue

• All builds won't start

• In OpenShift events, get an invalid output error:

  31s         Warning   InvalidOutput       Build                   Error starting build: an image stream cannot be used as build output because the integrated Docker registry is not configured
  

• In the integrated container registry, we see these logs with a secret not found
