Attempting to start cluster service with clusvcadm results in "Temporary failure; try again" in RHEL 5 or 6

Issue

  • We're unable to start a virtual machine in our xen cluster with clusvcadm:
# clusvcadm -e vm:app1
Local machine trying to enable vm:app1...Temporary failure; try again
  • Cluster service fails to start with clusvcadm, giving error "Temporary failure; try again"

Environment

  • Red Hat Enterprise Linux (RHEL) 5 or 6 with the High Availability Add On
  • Cluster services were locked in rgmanager with clusvcadm -l at some point
