RHV UI entry field labels become jumbled after 4.2.7 to 4.2.8 upgrade.
Issue
After upgrading to RHV 4.2.8, "Console Client Resources" page doesn't look right. A well as various other pages. There are some missing text resources and a lot of the strings on the page are surrounded by three question marks, e.g.
???console_client_resources.title???
Environment
We suspect that it is only for certain locales that see this after upgrading to 4.2.8.
