Capsule Sync fails with "PLP0000" error because capsule cannot retrieve repository metadata from Red Hat Satellite.

Issue

During a capsule sync, the error PLP0000: Importer indicated a failed response is generated on the Red Hat Satellite /var/log/foreman/production.log and the Capsule Sync task.

The pulp.server.managers.repo.sync.sync task on the Satellite will show the following traceback:

On the capsule, in the /var/log/messages file, logging will indicate that an attempt to retrieve metadata from the Satellite resulted in a Not Found
