'sar -P ALL -f xxxx' does not display activity information
Issue
On a system with 4 processors and 3 of them disabled on-line, run 'sar -P ALL -o xxxx 1 3' to save the cpu activity into a binary file, and then run command 'sar -P ALL -f xxxx' to display it, but it doesn't show any activity information besides a header.
