Change in sudo behaviour in RHEL 7.6

Issue

After an upgrade from an older RHEL version to RHEL 7.6, sudopolicies defined for a user in /etc/sudoers stop working.
Users attempting to perform sudo are no longer able to do so due to permission denied error from PAM.
