Boot stalls or hangs when a storage array is operating in a degraded state in RHEL 5

Issue

• Storage array goes into a degraded state for unknown reason, is still responding in some capacity but storage devices are presenting errors and timeouts.  Upon rebooting, the system stalls while activating LVM devices.  Need a solution to prevent a full outage as a system gets stuck trying to boot back up.
