OpenStack Infrastructure Provider Won't Refresh When Ironic Service is Missing

Issue

  • Have an OpenStack Director installation that does not have the Ironic Service running. The Overcloud was already provisioned, so the OpenStack Undercloud only needs to configure the Overcloud, thus the Ironic service is not needed. When adding the OpenStack Infrastructure provider, CloudForms errors saying "last_refresh_error": "Required service Ironic is missing in the catalog."
