JBoss ON installation fails when locale used to perform installation is non English locale

Issue

• Server installation fails when locale used to perform installation is non English local (such as tr_TR):

  ERROR [org.rhq.enterprise.server.installer.Installer] The installer will now exit due to previous errors:
