RHV : HA VM does not restart because of "Failed to acquire lock: Lease is held by another host."

Issue

After a host is fenced, an HA VM from that host may fail to restart on other available hosts with a message such as Exit message: resource busy: Failed to acquire lock: Lease is held by another host. If this message occurs for each available host, it will result in the HA VM not restarting as expected.
