Impossible to show instance details, while instance is present in the list of existing VMs

Issue

• Deleted instances are still being listed when using openstack server list or in Horizon instances dashboard.
• After multiple RabbitMQ failures some instances were not created properly and are in ERROR state. Though those instances are displayed in openstack server list output and at appropriate Horizon tab, it is impossible to get their details (openstack server show UUID) and delete those instances.

• The following message is displayed when trying to show instance's details:

  No server with a name or ID of 'UUID' exists.
