OpenShift's etcd fails on start with error: "transport: authentication handshake failed: remote error: tls: bad certificate"

Issue

• After scaling up a master-node, etcd cannot start with the error:

  transport: authentication handshake failed: remote error: tls: bad certificate"; please retry.
  

• After restarting etcd daemons in a cluster, a warning with previous message appears once, but etcd works and all members are healthy.
