System starts issuing "hung task" warnings on a freshly booted host
Issue
A host was rebooted, got through the boot process seemingly fine and started to show issue about a minute or so afterword. The logs had many processes "hung task" warnings and it appeared that some of the CPUs might not have initialized properly.
