How can I increase the number of retries before the EVM appliance needs a full refresh?

Issue

  • EVM is slowing down causing provisioning tasks to take a long time to complete.
  • In the message logs I can see a lot of VM refreshes happening.
  • I want to increase the number of VM refreshes to delay EVM from doing a full refresh as it is more intensive, and will take even more time and more resources from the appliance.
