SCAP logging creates large production.log files that fill up /var/log to 100% quickly

Issue

After upgrading to Satellite 6.4 the /var/log/foreman/production.log file grows to fill the log partition up to 100% in less than four hours, even though we have turned off OpenSCAP for all servers that this Satellite manages. The /var/log partition is 20G in size, the production.log file is now 16GB after I truncated it earlier today.
