Ansible playbook to configure an external HAProxy load balancer

Issue

There is currently documentation [1] that guides customers on configuring an external load balancer.
Support has submitted a request for feature enhancement [2] to transform the ideas in documentation into an Ansible playbook that can be used to configure an external HAProxy load balancer.
