Kernel panic - not syncing: Attempted to kill init! after updating FIPS compliant system

Issue

After applying kernel update to FIPS enabled system, and re-enabling FIPS, boot fails in a kernel panic:

FATAL: Error inserting aesni_intel (/lib/modules/2.6.32-754.6.3.el6.x86_64/kernel/arch/x86/crypto/aesni-intel.ko): No such device
dracut: FATAL: FIPS integrity test failed
dracut: refusing to continue
