Director only use NovaComputeIPs instead of ComputeIPs when assigning predefined IPs for provisioning network

Issue

• Director only use NovaComputeIPs instead of ComputeIPs when assigning predefined IPs for provisioning network. When we try to assign ctrlplane IP with ComputeIPs option. It doesn't honor the assigned values. Director assigns IP addresses from the pool.
  On the other hand, if we define NovaComputeIPs, the assigned values are used.
