Satellite-backup command and postgres queries fails with error 'This account is currently not available'.

Issue

• satellite-backup command fails with the below error:

  This account is currently not available.
  ****cancelled****
  Postgres user needs write access to the backup directory
  

• All PostgreSQL queries executed on Red Hat Satellite server reports the following error:

  # su - postgres -c "psql -d foreman -c 'select label,count(label),state from foreman_tasks_tasks where state <> '\''stopped'\'' group by label,state;'"
