Why is firewalld in a failed state with error "'ascii' codec can't decode byte 0xe2 in position 75: ordinal not in range(128)"?

Issue

  • firewalld is in a failed state and cannot be reloaded:
[root@localhost ~]# firewall-cmd --state
failed
[root@localhost ~]# firewall-cmd --reload
Error: COMMAND_FAILED: Direct: 'ascii' codec can't decode byte 0xe2 in position 75: ordinal not in range(128)

Environment

  • Red Hat Enterprise Linux (RHEL) 7
  • firewalld
