- System CPU utilization is higher than 60%
- Load average is up to 800 for a 64 CPU server

- Oracle Database 11g / 12c
Or any application which is making intensive use of time system calls
e.g. clock_gettime, gettimeofday, time - clocksource is set to acpi_pm in grub.conf
