RHEL7: Remote IP inaccessible via LACP bond when network service restarted
Issue
- Expect to see ARP entry marked with neighbor MAC address. Instead it is being marked as 'incomplete'. Even though when running a tcpdump it is showing that the ARP reply for the bonding MAC is actually being received.

- RHEL7 kernels
- LACP bond with 2 slaves
