Attempting to connect to localhost port 9 (DISCARD) gives "connection refused"

Issue

• When attempting to connect to localhost on port 9 the connection is refused:

[root@host ~]# telnet localhost 9
Trying 127.0.0.1... 
telnet: connect to address 
127.0.0.1: Connection refused 
telnet: Unable to connect to remote 
host: Connection refused
