repotrack does not support '--repofrompath'; parameter

Issue

• repotrack component from yum-utils accepts the -r REPOID, --repoid=REPOID parameters but does not accept the --repofrompath=<repoid>,<path/url> parameter.
• repotrack is inconsistent with repoquery and repoclosure as it does not accept the --repofrompath=<repoid>,<path/url> option
• repotrack with --repofrompath and --repoid parameters with -t or --tempcache options does not work as non-root user.
