IPA server shows the following error: "server: WARNING: Problem with JAR file [/usr/share/pki/server/common/lib/symkey.jar], exists: [false], canRead: [false]"

Issue

IPA services will not start with ipactl start, and we see the following errors in /var/log/messages:

Nov 13 19:56:21 idm-server1 server[19485]: WARNING: Problem with JAR file [/usr/share/pki/server/common/lib/symkey.jar], exists: [false], canRead: [false]
Nov 13 19:56:21 idm-server1 systemd[1]: Stopped PKI Tomcat Server pki-tomcat.
