Setting the environment variable USER_PASSWORD doesn't change the default Admin Portal login credentials on Red Hat 3scale API Management

Issue

I am trying to change the default 3scale admin console password by changing the USER_PASSWORD variable. But somehow even after password changes its still taking old password. I am unable to login with new password.
