LACP failover does not work for specific flows when using balance-tcp in Open vSwitch 2.9
When failing over from one interface to another, specific flows such as ICMP may not fail over from the shut down interface to the other interface. Specifically, start a ping from an external host to a VM connected to OVS and shut down the switch ports of the dpdkbond. When shutting down one of the 2 interfaces, the ping will fail consistenly. This happens only for VLAN tagged traffic.
