CLI/Admin Console does not prompt for a reload after adding a new server-group to server-scoped-roles.
Issue

CLI/Admin console does not prompt for a reload even when a reload is required after modifying the scoped server role. Following the below steps :
1) Enable RBAC include one ldap user 'admin' under 'SuperUser' role
<access-control provider="rbac"> ..... <role-mapping> <role name="SuperUser"> <include> <user name="admin"/> </include> </role> ......
2) Login to Web console using 'admin' user go to Administration --> Roles --> Scoped Roles --> Add --> maintainer-scope-role
Base Role: Maintainer Type: Server Group Scope: main-server-group
Save the changes.
3) Under "Users" add jboss user 'test' with above created scoped role Administration --> Users --> Add ---> test (include scoped role maintainer-scope-role)
4) Login using 'test' user under Domain --> Server Groups --> main-server-group is visible.
5) Login using 'admin' user and create server-group "new-server-group" with default profile and edit maintainer-scope-role to add "new-server-group" to the list of scope.
6) Logout and login with 'test' user "new-server-group" is not visible in the list of Server Groups.
With CLI
[domain@localhost:9999 /] /server-group= main-server-group other-server-group After restart the server group appears in the list [domain@localhost:9999 /] /server-group= main-server-group other-server-group third-server-group
