Why are DNS requests for a forwarding zone always responded with NXDOMAIN?

All queries for a forwarding zone are responded with NXDOMAIN result when sent to the forwarding server, while they are responded correctly when the forward target DNS server is queried directly.

Environment

Red Hat Enterprise Linux 7
bind name server with a type forward; zone defined in /etc/named.conf
